Sir:-

I am directed by the Marquess of Salisbury to

transmit to you, to be laid before the Secretary of

State for the Colonies, the accompanying copy of a

note, which has been received from the First Secretary

Caron Eckhardstrui Movember 1900

of the German Embassy, requesting that instructions

may be sent to the British authorities at Hongkong to

allow the exportation from that place of a case of

arms despatched from Hamburg and intended for S. J.

Bogdanoff of Khabarowsk.

I am to request that, should Mr. Secretary Chamberlain see no objection, instructions may be

sent as desired.
